The VEGA/VIC basic pattern doesn't detail how to line the vest. The video shows a method for making this vest using two quilted fabrics, but not how to make a lining like the one in the photo.

Here's how to mount this liner:
- cut the front, back, sleeve pieces also in the lining fabric (no need for a strip at the bottom in the lining fabric, only in the main fabric)
- cut 2 cm across the entire height of the left and right front pieces, outer fabric and lining fabric: we actually remove the value of the button placket flap because we no longer need it
- interface the wrong side 2 cm wide over the entire height of the fronts, outer fabric OR lining; no need to interface the fabric and lining: along the opening because you will have buttons and buttonholes and you need to reinforce this part... we interface well 0.7 cm from the edge so as not to interface the seam allowance
- assemble the body and the sleeves in fabric (as explained in the tutorial) then do the same with the lining we assemble a lining vest
-assemble the vest and its lining as for the large bear vest ( see video lining with or without hood to understand the assembly for the sleeves)...EXCEPT that you will not stitch the edges of the lower body all together
-turn the vest fabric and lining inside out; the fabric and its lining are therefore held together by the neckline and the front opening, by the bottom of the sleeves...but not by the side seams, nor by the other sleeve seams nor by the bottom of the body
-Bottom band in outer fabric: mark a 7mm turndown on one of the lengths with an iron (as in the tutorial, interfacing small rectangles of heat-sealed fabric on the reverse side where the buttons/buttonholes will be)
- align the edge (length without tuck) right side against right side along the bottom of the vest, pin along, sew with a straight stitch
-Re- Fold strip No. 4 in half lengthwise, right side to right side. Align the edge seams and stitch the ends 0.7cm from the edge (just flush with the front opening). Trim and turn right side out.
-fold the strip in 2 this time wrong side to wrong side so that it is straddling the bottom of the vest (one half visible on the outer fabric, one half will come to align at the bottom of the lining, you just have to leave the previously ironed edge of the selvedge and close the strip on the inside of the vest, with hand or machine stitches
